Central Intelligence Agency
(CIA)
   The CIA developed from the wartime Office of Strategic Services and was established under the National Security Act of 1947 at the start of the Cold War. The purpose of the CIA was to gather foreign intelligence, direct propaganda, and organize such covert acts as necessary. The 1949 Central Intelligence Agency Act exempted the agency from the normal limitations on expenditure. The first director of the CIA was Rear Admiral Roscoe H. Hillenkoetter (1897-1982), who served from 1947 until 1950. He was succeeded by General Walter Bedell Smith (1895-1961), who served from 1950 until 1953, when the first civilian director, Allen Dulles (1893-1963), was appointed.
