- First proposed by the Democratic congressman from Indiana, Louis Ludlow, in 1935, the Ludlow Amendment was reintroduced following the Panay incident in December 1937. The amendment called for a popular referendum before any declaration of war unless there was an attack on the United States or its possessions. The resolution was narrowly rejected by a vote of 209 to 188 on 10 January 1938.
