- The Security Council is the senior body of the United Nations (UN). The Allied leaders agreed at the Yalta Conference that it would consist of five permanent members—the United States, Great Britain, China, France, and the Soviet Union—and six elected nations chosen on a rotating basis for a twoyear period. The permanent members were given veto powers over decisions of the UN General Assembly. The council sits in continuous session and considers any peace-threatening situations.
